How the conversion works
Both formats describe the same underlying account, so the conversion is arithmetic rather than a lookup. Every Steam identifier is built from one 32-bit account number, and the route from SteamID32 to SteamID64 goes through it:
- Start with the SteamID32. Multiply Z by 2, then add Y. That gives the account ID back. For
STEAM_0:0:26039975that gives an account ID of52079950. - Build the SteamID64. Add 76561197960265728 to the account ID. That produces
76561198012345678.

What a SteamID32 is
The original textual format, written STEAM_X:Y:Z. X is the universe (almost always 0 or 1 for public Steam), Y is the lowest bit of the account ID, and Z is the account ID shifted right by one. Splitting the number this way is a quirk of the original implementation, not something meaningful.
Source engine servers and their tooling still live in this format. SourceMod's admins.cfg expects entries like "STEAM_0:1:12345678", most older ban plugins store it, and the SourceBans web panel has historically rejected newer formats outright. If you administer a Counter-Strike, Team Fortress or Garry's Mod server, this is the one you end up needing.
What a SteamID64 is
A 17-digit number and the format Steam itself uses everywhere internally. It is the account ID added to a fixed base of 76561197960265728, which is why every individual account's SteamID64 starts with 7656119.
Every endpoint of the Steam Web API takes this format, and it is what you see in a profile URL of the form steamcommunity.com/profiles/76561198012345678. If you are writing anything that talks to Steam programmatically, this is the format you store.
