How the conversion works
Both formats describe the same underlying account, so the conversion is arithmetic rather than a lookup. Every Steam identifier is built from one 32-bit account number, and the route from SteamID32 to SteamID3 goes through it:
- Start with the SteamID32. Multiply Z by 2, then add Y. That gives the account ID back. For
STEAM_0:0:26039975that gives an account ID of52079950. - Build the SteamID3. Wrap the account ID as [U:1:accountID]. That produces
[U:1:52079950].

What a SteamID32 is
The original textual format, written STEAM_X:Y:Z. X is the universe (almost always 0 or 1 for public Steam), Y is the lowest bit of the account ID, and Z is the account ID shifted right by one. Splitting the number this way is a quirk of the original implementation, not something meaningful.
Source engine servers and their tooling still live in this format. SourceMod's admins.cfg expects entries like "STEAM_0:1:12345678", most older ban plugins store it, and the SourceBans web panel has historically rejected newer formats outright. If you administer a Counter-Strike, Team Fortress or Garry's Mod server, this is the one you end up needing.
What a SteamID3 is
The current textual format, written [U:1:X], where U marks an individual user, 1 is the universe, and X is simply the account ID with no bit-splitting. It is the cleanest of the textual formats because X is the raw number.
Modern Source and Source 2 servers report this in the console status output, CS2 demo files use it, and newer SourceMod builds emit it. If you copied an ID out of a server console in the last few years, it almost certainly looked like this.
