How the conversion works
Both formats describe the same underlying account, so the conversion is arithmetic rather than a lookup. Every Steam identifier is built from one 32-bit account number, and the route from Steam Hex ID to Account ID goes through it:
- Start with the Steam Hex ID. Read the hexadecimal value as a decimal number, then subtract the base. For
0x1100001031AAD4Ethat gives an account ID of52079950. - Build the Account ID. It is the account ID itself. That produces
52079950.

What a Steam Hex ID is
The SteamID64 written in base 16 rather than base 10. It carries exactly the same information — only the notation differs.
You mostly meet this one in log files, database dumps and a handful of older item and trading tools that stored IDs in hex. It is rarely what a service asks you for, and is usually something you need to convert away from.
What a Account ID is
The bare 32-bit account number underneath every other format. Strip away the base offset and the textual wrapping and this is what remains — the actual identity.
The Dota 2 match history API uses it, several match-history and stats sites key on it, and it is the number shown in a Steam friend invite code. It is also the value you want if you are storing IDs compactly, since it fits in 32 bits.
